Mr. Anthony Ng

Mr. Ng, Principal and partner, has more than 25 years of experience in residential subdivision, commercial development and public works engineering. Mr. Ng has a thorough knowledge and understanding of subdivision engineering, having worked as a design engineer, project engineer, project manager and Director of Engineering. He is experienced and proficient in every aspect of design, including hydrology, hydraulics, sewerage, water systems, streets and highways, storm drains, mapping and legal descriptions, grading and site design and specification writing.
Mr. Ng has managed and designed numerous projects in Southern California, including affordable housing projects for AMCAL Multi-Housing, Mercy Housing; master planned community for Newhall Land and Farming; subdivisions for Richmond American Homes, Lennar, D.R. Horton, The New Home Company, Beazer Homes, K. Hovnanian Homes, and Standard Pacific Housing; multi-family apartment projects for TriCal Development, Legendary Partners, and D2 Development; schools for Newhall County School District, KIPP, and various charter schools; and redevelopment projects for City of Azusa, Agoura Hills and Los Angeles County Development Commission.
Prior to joining UCI, Mr. Ng worked for Crosby Mead Benton and Associates in Los Angeles and Psomas and Associates. He is a registered professional engineer in California since August, 1990. He has both a Bachelor of Science and Master of Science in Civil Engineering from Oklahoma State University, Stillwater, Oklahoma.
Mr. Christopher Neo

Principal and partner to lead our office in South El Monte, Ca. During the last 25 years, he has been involved in numerous residential, rental and subdivisions and commercial developments. In addition to his management duties, he is experienced in the preparation of hydrology studies and hydraulic calculations and the design of storm drain facilities; including debris and detention basins, as well as water system design, sewer design and street design. He is proficient in a wide range of computer design applications, hydrology and hydraulics programs from Los Angeles, Ventura, Orange, Riverside, San Bernardino and San Diego Counties.
Mr. Neo has designed numerous projects in Southern California, including Las Terrazas Apartments (in the County of San Bernardino), Mercado Apartments (in Perris), Portola Terrace Apartments (in Temecula), Playa Vista and Porter Ranch (City of Los Angeles), Stetson Ranch, West Creek-West Hills, and hidden Creek Ranch (in the City of Santa Clarita), Westside High School - a new 58-acre High School (in Riverside County), and subdivisions in Orange County, Pahrump Nevada, Victorville and Barstow in San Bernardino County.
Prior to joining United Civil, Inc., Mr. Neo worked for Crosby Mead Benton and Associates (Santa Ana) and The Keith Companies (now Stantec). He is a registered professional engineer in the State of California since August 1991. He has both a Bachelor of Science and a Master of Science in Civil Engineering from Oklahoma State University, Stillwater Oklahoma.
Mr. John T. Luong

John has worked on many Land Development projects in Southern California and is proficient in site development, hydrology, drainage and grading designs. John’s past experiences include school and residential development in City of Los Angeles, commercial developments in Fashion Island & Crystal Cove (Newport Beach), master plan study in Menifee Ranch (Riverside County) & numerous projects in Los Angeles County, City of Los Angeles, San Bernardino County, Riverside County and Orange County.
John previously worked at Crosby Mead Benton & Associates and The Keith Companies (now Stantec). He is a registered professional engineer in California since 2003.
Mr. Matt Sawyer
P.E.
Bachelor of Science
Mr. Sawyer has managed and completed many projects throughout Southern California and has thorough knowledge and understanding of site design and subdivision engineering. Mr. Sawyer has worked as a design engineer and project engineer prior to becoming a Project Manager. He is experienced and proficient in every aspect of design, including hydrology, hydraulics, sewerage, water systems, streets, street lighting, storm drains, mapping and legal descriptions, grading and site design, SWPPP, and Low Impact Development (LID).
Mr. Sawyer has worked as a designer on numerous projects in Southern California, such as Avanti mixed use commercial-apartments-townhomes in the City of Calabasas, Brighton Housing in Rancho Cucamonga, West Creek and West Hills, in the County of Los Angeles, which includes both multi-family condominium complexes and single family residential. These projects required planning studies, storm drain design, retaining wall plans, precise grading design, and survey mapping. He also worked on many urban infield – podium multi-family projects, responsible for concept design and construction coordination. Other projects include Chalk Hill (City of Los Angeles), Stetson Ranch (County of Los Angeles), and subdivisions in the City of Lancaster, and the City of Bakersfield.
Mr. Sawyer is a registered professional engineer in California since 2008, and received his Bachelor of Science in Civil Engineering in 2004 from California Polytechnic State University, San Luis Obispo.
Mrs. Josephine Ngoon
P.E.
Bachelor of Science
Mrs. Ngoon’s background includes a full range of projects in residential, commercial, industrial, institutional, and public works projects from initial planning to final design and construction. Her background includes a strong foundation in street plans, infrastructure design (utilities and water resources design), and computerized plan preparation and presentation. She performs complex engineering computations and checks, civil design, grading, piping, site development and drainage. She works closely with utility companies and public agencies to resolve conflicts with design elements, coordinates with the city, county, and state government to assure compliance with mandated programs, regulations and ordinances.
As a Senior Project Engineer/Manager, she has overseen numerous projects throughout Los Angeles and Ventura Counties. Her prior experience includes the Valencia Water Company, Las Virgenes Municipal Water District, Los Angeles County Waterworks District, Newhall County Water District, Ventura County Waterworks District, Cities of Thousand Oaks, Moorpark and Simi Valley. Her recent design experience includes: West Creek in County of Los Angeles, River Village in City of Santa Clarita and Single Residential Lot in City of Camarillo.
Mrs. Ngoon is a registered professional engineer in California since 1987 and received her Bachelor of Science in Civil Engineering in 1982 from University of Hawaii.
